The project remains on schedule, and with the approval of the change orders associated with this packet, the project in committed to spend $2,944,526 allowing for $226,355 as unallocated funding or just over 7% contingency. During the meeting, the PBC reviewed five Potential Change Orders (PCOs): a. PCO 20 – PRV for Domestic Service. See Attached. This PCO will add $1,959 to the project. Recommend approval. APPROVED b. PCO 21 – Backwater Valve Upgrade. See Attached. This PCO will add $563 to the project. Recommend approval. APPROVED c. PCO 22 – Additional Roof Blocking. See Attached. This PCO will add $3,372 to the project. Recommend discussion on this item. DENIED d. PCO 23r2 – Fire Alarm System. See Attached. This PCO will add $42,747 to the project. Recommend approval. APPROVED e. PCO 24r1 – Exterior Camera Drops. See Attached. This PCO will add $1,248 to the project. Recommend approval. APPROVED. PBC requested cost for installation of cameras, due to potential liability/risk of not having security cameras. f. PCO 25 – Hand Dryers Electrical Provisions. See attached RFI. This tentative PCO will add as much as $3,709 to the project. Recommend discussion on this item. APPROVED for $2,021.25 Reduced vale, based on contractor responsibility for coordination between architectural and electrical sub-contractors.1 PCO scope of work includes installation of blocking, back boxes, and 1” conduit at specified locations for future security cameras. The work during construction will reduce the cost of the future installations of cameras by the Town. The attached packet includes the full documentation for each PCO. Project Team: Architect – Colliers Design and Engineering Contractor – Millennium Builders Materials Testing & Inspection – Tri State Materials Testing Lab Project Budget Report: Following a successful referendum vote on 1/24/2026, referendum amount is now $3,070,881 funded by the Town, SMPAC donation, and DECD Urban Act Grant. The design plans and specifications were procured by SMPAC, donated to the Town for bid, and is now recognized as part of the donation amount by SMPAC. Costs to date include grant administration, bid related expenditures, Town efforts to address soils, construction administration, testing, and construction. Project costs paid to date is $969,333.59 and the Town is withholding a retainage of $67,949.00 from the contractor. Remaining contingency is currently $274,893 (8.7%). Construction Budget Report: Millennium Builders original contract amount was $2,516,000. To date there are (5) change orders approved with a total value of $165,118 resulting in a current contract amount of $2,681,118. Potential Change Orders: PCO No. 20 – PRV Domestic Service (Add $1,959.00) PCO scope of work includes adding a Pressure Reducing Valve (PRV) to the domestic service as required by Aquarion due to the high pressure. PCO No. 21 – Backwater Valve Upgrade (Add $563.00) PCO scope of work includes relocating the sewer backwater valve from below the public bathroom to the exterior for future maintenance and inspection. The cost proposal is material only and include a frame and cover at grade.3 Town of Simsbury Department of Public Works Page 2 of 3 An Equal Opportunity Employer www.Simsbury-ct.gov PCO No. 22 – Additional Roof Block (Add $3,372) PCO scope of work includes additional courses of 2x6 PT Wood around the perimeter of the flat roof areas to match the thickness of the tapered insulation. The detail depicted a single course and the roof specification stated the nailer shall equal the insulation thickness. Further, the material was purchased and work was underway prior to an RFI on 3/10, which did not include the cost of material. The PCO was submitted on 3/26. PCO No. 23r2 – Fire Alarm System (Add $42,747) PCO scope of work includes a fire alarm system with a reporting out feature to meet the Fire Marshall requirements. PCO No. 24r1 – Exterior Camera Drops (Add $1,248) PCO scope of work includes installation of blocking, back boxes, and 1” conduit at specified locations for future security cameras. The work during construction will reduce the cost of the future installations of cameras by the Town. PCO No. 25 – Hand Dryer Electrical Provisions (Add $3,709) PCO scope of work includes electrical rough-in and wiring associated with the hand dryers in each bathroom. Hand dryers are shown in to be installed in all bathrooms on drawing A401. The electrical drawings have no reference to hand dryers on the power plan or panel schedules. The discrepancy was brought to our attention on 4/8 via RFI. Staff is working with the architect to respond. Schedule: Project is on schedule. Exterior concrete sidewalks are completed, masonry columns are underway as of April 7th, and interior rough-ins for all trades are in-process. Insulation is anticipated to be completed by April 10th. Multiple elements have been completed early as crews are available. The critical path is the installation of the fire sprinkler system and alarm. This include the installation of the fire service from Iron Horse Blvd. Critical Items: Fire Alarm System – Staff authorized procurement of the panel and devices due to an anticipated lead-time of 4-6 weeks. Contractor has requested expedited building and fire review of the permit to ensure the work can be completed by mid-June. Fire Service from Iron Horse Blvd. – Aquarion responded to the request for a new service tap on March 17th as anticipated. The Town completed agreements by March 24th, and the Contractor provided their information on April 6th. Schedule for the tap remains unknown. Action Items: a. PCO 20 – PRV for Domestic Service.
