Main Meeting Room, Town Hall Present were: Diana Yeisley Others in attendance included: Nicholas Boulter, Tom Fitzgerald, Karin Stewart, Gary Wilcox, Stephanie Johnson, Tom Roy, Jim Traficante, Mark Massaro, Todd Myers, Patrick Tourville, Neil Sullivan, and AnnMarie Garrison. The Regular Meeting of the Public Safety Subcommittee to order at 8:02 A.M. Pledge of Allegiance All stood for the Pledge of Allegiance. Public Audience Kenneth Beliveau from East Granby was in attendance saying that East Granby is looking into creating a public safety committee and was here to observe how the committee operates. Ms. Yeisley started the meeting by thanking former member Heather Goetz for her time serving as chair of the Public Safety Subcommittee. Minutes: Due to lack of quorum the minutes we tabled. Sub-Committee Action: 1) Approval of 2026 Meeting Calendar There was no vote due to lack of quorum but a discussion on the two presented options for a 2026 calendar. The opinion of the group was to keep the quarterly meeting schedule. Ms. Yeisley said she will schedule a special meeting to vote on the 2026 calendar. Updates: 1) Farmington Valley Health District Ms. Johnson spoke about a recent resignation in the emergency preparedness department but mentioned they have recently filled that opening. She spoke about the upcoming food insecurity summit that FVHD is hosting. Ms. Johnson informed the group that she has been officially appointed to Director of FVHD. 2) Town Manager’s Office Mr. Fitzgerald spoke about updating the calendar invites in 2026 to accurately reflect the current members of the group. Mr. Fitzgerald reminded all attendees to send any information they would like to include in the newsletter to him by Friday. 3) Emergency Management Mr. Traficante gave an update on weather monitoring being normal for this time of the year. He also spoke on WSIM and the equipment upgrade process. He also spoke about FEMA and grant timelines being tightened. 4) Police Mr. Boulter informed the group about the annual toy drive being at Tractor Supply on December 16th and December 17th. Mr. Boulter reminded people to not store gifts in their cars and to keep cars locked with keys and key fobs not inside them. As we move into winter weather please check your cars and tire conditions. 5) Ambulance Ms. Stewart said SVAA is hosting an accelerated EMT class starting in January. They are seeing call volume flattening out to end the year. The SVAA annual meeting is tonight, December 10th it is open to the public. Ms. Stewart said they received a grant for IV pumps in all their ambulances. 6) Fire Mr. Tourville said they had a successful fire prevention safety week. Over the winter they will work on Carbon Monoxide safety and Fire Hydrant access during snow events. Mr. Myers spoke about the access points on trails having helped rescue lost hikers. 7) Board of Education Mr. Sullivan said the high school is having an upcoming assembly related to new drivers. 8) Public Works Mr. Roy gave an update on the start of snow season. He mentioned things for people to remember being no parking on roads during snow storms, please done shovel or snow blow into the streets. Mr. Roy mentioned the snow plow ride a long program. 9) Social Services None. 10) VNA Ms. Garrison talked about the VNA having flu vaccines available still. 11) Main Street Partnership None. 12) Eversource Mr. Massaro gave an update on cold weather protocol and how Eversource monitors when the Town issues a cold weather notice. Mr. Massaro also spoke about the home energy audit program. The meeting was adjourned at 8:55 A.M. Main Meeting Room, Town Hall Present were: Diana Yeisley and Mike Paine The Special Meeting of the Public Safety Subcommittee was called to order at 5:34 P.M. Sub-Committee Action: 1) Approval of 2026 Meeting Calendar Mr. Paine made a motion to approve the 2026 meeting calendar as proposed. Ms. Yeisley seconded the motion. All were in favor.
