CALL TO ORDER – Chair Winters called the meeting 7:00 P.M.9 10 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary,11 Joseph Campolieta; Commission Members: Jason Berman, Donald Eaton,12 and Charles Haldeman; Alternate Commission Member Alison Wilcox; and13 Assistant Town Planner, Brittany MacGilpin.14 15 Absent: Commission Member: Michael Luzietti, Alternate Commission16 Member, Sue Brittell.17 18 II. SEATING OF ALTERNATES-Commissioner Wilcox was appointed as a19 regular member for tonight’s meeting.20 21 III. APPROVAL OF MINUTES22 23 July 7, 2026, Regular Meeting, July 13, 2026, Special Meeting and24 July 21, 202625 26 MOTION: Secretary Campolieta, seconded by Vice-Chair Levy, moved to27 approve the minutes listed above, as written. The motion carried28 unanimously (7-0-0).29 30 IV. IWWA APPLICATIONS FOR PUBLIC HEARING31 None32 33 34 35 36 Page 2 of 4 V. IWWA APPLICATIONS FOR VOTE37 38 Application CC #26-11 of Michael Medeiros, owner and applicant, for a39 wetlands permit to construct a single-family home in the upland review40 area at 30 Riverside Road (Assessor’s Map Block Lot H12 107 030) Zone R-41 15.42 43 Assistant Town Planner MacGilpin presented the background of the44 application, which was determined non-significant at the July 21, 202645 meeting.46 47 MOTION: Secretary Campolieta made a motion, seconded by Vice-Chair48 Levy, that the IWWA approve Application CC #26-11 of Michael49 Medeiros, owner and applicant, for a wetlands permit to construct a single-50 family home in the upland review area at 30 Riverside Road (Assessor’s51 Map Block Lot H12 107 030) Zone R-15 with the following finding:52 53 a. Short-term impacts from the proposed activity will be controlled by54 installation and maintenance of erosion and sediment controls.55 56 And subject to the following conditions:57 58 1. The project shall be implemented in conformance with the submitted59 plans titled Site Plan, prepared by Denno Land Surveying and Consulting,60 LLC, dated March 6, 2026.61 62 2. Native plantings should be utilized. Invasive species are to be removed63 on the property to the greatest extent possible.64 65 3. At all times during site work and until soil areas are stabilized, the66 applicant shall install and maintain erosion and sediment control measures67 depicted in the application or other measures deemed necessary by the68 Commission’s agent to prevent erosion and sedimentation impacts to the69 watercourse.70 71 4. All erosion control and soil stabilization measures shall comply with the72 approved plans and the guidelines as established in the Connecticut73 Guidelines for Soil Erosion and Sediment Control, 2002, CTDEP Bulletin74 34.75 76 Page 3 of 4 5. Upon direction of the Commission’s agent, erosion and sediment control77 measures shall be removed by the applicant following stabilization of the78 site.79 80 6. The Inland Wetlands Agent shall be notified at least 48 hours prior to81 commencement of activities.82 83 The motion carried unanimously (7-0-0).84 85 VI. CONSERVATION COMMISSION BUSINESS86 87 Referral from the Zoning Commission88 ZC #26-18, An application of Dorset Crossing LLC, Owner, Dwight89 Merriam, Agent, pursuant to Section 8 of the Zoning Regulations90 for a zone change and amendment to the Master Development Plan91 to allow a car wash facility at 10 Dorset Crossing (Assessor’s Map92 Block Lot I04 403 13C-F), Planned Area Development (PAD) Zone.93 94 Note: The Zoning Commission held a public hearing on this item95 and closed the public hearing on July 20, 2026.96 ZC 26-19, An application of Dorset Crossing LLC, Owner, Dwight97 Merriam, Agent, for a site plan approval to develop a 7,275 sq. ft. car98 wash facility at 10 Dorset Crossing (Assessor’s Map Block Lot I0499 403 13C-F), Planned Area Development (PAD) Zone.100 101 Assistant Town Planner Brittany MacGilpin provided a brief overview of102 the administrative process of the referral. The application originated with103 the Zoning Commission and as part of the Planned Area Development104 (PAD) process, the ZC refers it to land use agencies for review, including105 the Conservation Commission106 107 Dwight Merriam, FAICP, Brandon Handfield, PE, Mark Devoe, Planner for108 New Hartford, Plato Doundoulakis, LEP and Joe Goldbeg of Diamond109 Sparkle Car Wash provided information on the application and answered110 Commissioner questions.111 112 The Commission directed town staff to provide a summary of the discussion113 topics for the next regularly scheduled meeting.114 115 116 117 Page 4 of 4 VII. DESIGNATED AGENCT ACTIONS AND OTHER REPORTS118 119 Assistant Town Planner MacGilpin reported on the following Designated120 Agent approvals for the commission:121 122 Application CC #26-17 of Sara Bernabucci, applicant, and Jeff and123 Tricia Prausa, owner, for a wetland permit to install an124 approximately 16’ x 32’ in-ground pool in the upland review area at125 3 Gregory Lane (Assessor’s Map G09, Block 203, Lot 008) Simsbury,126 CT 06070, R-40 OS.127 Application CC #26-13 of Dynamic Heating and Cooling, applicant128 and Nicholas Uva, owner, for a wetland permit to install a129 geothermal unit in the upland review area at 15 Vining Drive130 (Assessor’s Map C17, Block 604, Lot 005) Simsbury, CT 06070, Zone131 R-25.132 133 VIII. ADJOURNMENT134 135 MOTION: Secretary Campolieta made a motion, seconded by Vice-Chair136 Levy, to adjourn the meeting.
