I. CALL TO ORDER – Chair Winters called the meeting 7:00 P.M.9

Chair Winters moved the approval of the minutes for the next regular meeting.25

III. IWWA APPLICATIONS FOR PUBLIC HEARING27

Application CC #26-12 of Michael Medeiros, owner and applicant, for a map29
amendment to the Town of Simsbury’s Official Wetlands Map to clarify the wetland30
boundary for 30 Riverside Road (Assessor’s Map Block Lot H12 107 030) Zone R-15.31

Assistant Town Planner MacGilpin and Certified Soil Scientist, George Logan,33
presented the proposed map amendment. The Commissioners asked follow-up34
questions.35

MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, to37
close the public hearing for Application CC #26-12. The motion carried unanimously38
(7-0-0).39

MOTION: Vice Chair Levy made a motion, seconded by Commissioner Berman, that41
the Conservation Commission Application CC #26-12 of Michael Medeiros, Owner,42
for a map amendment to the Town of Simsbury’s Official Wetlands Map to clarify the43
wetland boundary for 30 Riverside Road (Assessor’s Map Block Lot H12 107 030)44
Zone R-15., based upon the following finding:45

1. The proposed revision to the Official Town Wetland Map has been delineated by a47
Certified Soil Scientist.48

The motion carried unanimously (7-0-0).50

IV. NEW IWWA APPLICATIONS FOR RECEIPT AND DETERMINATION OF52

permit to construct a single-family home in the upland review area at 30 Riverside Road56
(Assessor’s Map Block Lot H12 107 030) Zone R-15.57

Assistant Town Planner MacGilpin and Certified Soil Scientist, George Logan,59
presented the proposed permit to construct a single-family home. Commissioners asked60
follow-up questions.61

MOTION: Commissioner Haldeman made a motion, seconded by Vice Chair Levy,63
that the Inland Wetlands and Watercourses Agency deems Application CC #26-11 of64
Michael Medeiros, owner and applicant, for a wetlands permit to construct a single-65
family home in the upland review area at 30 Riverside Road (Assessor’s Map Block66
Lot H12 107 030) Zone R-15, as non-significant. The motion carried unanimously (7-67
0-0).68

V. CONSERVATION COMMISSION BUSINESS70

Assistant Town Planner MacGilpin discussed the proposed car wash going through a72
PAD process that was referred by the Zoning Commission on July 20, 2026 to the73
Conservation Commission for their review on August 4, 2026.74

Assistant Town Planner MacGilpin stated as part of a rewrite for a larger landscaping76
regulation and would like the Commission’s recommendations for wording on native77
plants.78

Vice Chair Levy recommended developing a Rodenticide Policy.80
