CALL TO ORDER – Chair Winters called the meeting 7:00 P.M.9 10 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary, Joseph11 Campolieta; Commission Members: Jason Berman, Donald Eaton, and Charles12 Haldeman; Alternate Commission Member, Sue Brittell and Alison Wilcox; and13 Assistant Town Planner, Brittany MacGilpin.14 15 Absent: Commission Member: Michael Luzietti.16 17 Seating of Alternate: Commissioner Wilcox was appointed as a regular for tonight’s18 meeting.19 20 II. APPROVAL OF MINUTES21 22 July 7, 2026, Regular Meeting and July 13, 2026, Special Meeting23 24 Chair Winters moved the approval of the minutes for the next regular meeting.25 26 III. IWWA APPLICATIONS FOR PUBLIC HEARING27 28 Application CC #26-12 of Michael Medeiros, owner and applicant, for a map29 amendment to the Town of Simsbury’s Official Wetlands Map to clarify the wetland30 boundary for 30 Riverside Road (Assessor’s Map Block Lot H12 107 030) Zone R-15.31 32 Assistant Town Planner MacGilpin and Certified Soil Scientist, George Logan,33 presented the proposed map amendment. The Commissioners asked follow-up34 questions.35 36 Page 2 of 3 MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, to37 close the public hearing for Application CC #26-12. The motion carried unanimously38 (7-0-0).39 40 MOTION: Vice Chair Levy made a motion, seconded by Commissioner Berman, that41 the Conservation Commission Application CC #26-12 of Michael Medeiros, Owner,42 for a map amendment to the Town of Simsbury’s Official Wetlands Map to clarify the43 wetland boundary for 30 Riverside Road (Assessor’s Map Block Lot H12 107 030)44 Zone R-15., based upon the following finding:45 46 1. The proposed revision to the Official Town Wetland Map has been delineated by a47 Certified Soil Scientist.48 49 The motion carried unanimously (7-0-0).50 51 IV. NEW IWWA APPLICATIONS FOR RECEIPT AND DETERMINATION OF52 SIGNIFICANCE53 54 Application CC #26-11 of Michael Medeiros, owner and applicant, for wetlands55 permit to construct a single-family home in the upland review area at 30 Riverside Road56 (Assessor’s Map Block Lot H12 107 030) Zone R-15.57 58 Assistant Town Planner MacGilpin and Certified Soil Scientist, George Logan,59 presented the proposed permit to construct a single-family home. Commissioners asked60 follow-up questions.61 62 MOTION: Commissioner Haldeman made a motion, seconded by Vice Chair Levy,63 that the Inland Wetlands and Watercourses Agency deems Application CC #26-11 of64 Michael Medeiros, owner and applicant, for a wetlands permit to construct a single-65 family home in the upland review area at 30 Riverside Road (Assessor’s Map Block66 Lot H12 107 030) Zone R-15, as non-significant. The motion carried unanimously (7-67 0-0).68 69 V. CONSERVATION COMMISSION BUSINESS70 71 Assistant Town Planner MacGilpin discussed the proposed car wash going through a72 PAD process that was referred by the Zoning Commission on July 20, 2026 to the73 Conservation Commission for their review on August 4, 2026.74 75 Assistant Town Planner MacGilpin stated as part of a rewrite for a larger landscaping76 regulation and would like the Commission’s recommendations for wording on native77 plants.78 79 Page 3 of 3 Vice Chair Levy recommended developing a Rodenticide Policy.80 81 VI. DESIGNATED AGENCT ACTIONS AND OTHER REPORTS82 83 Assistant Town Planner MacGilpin presented the following D.A. approved84 applications for the commission.85 86 Application CC #26-14 of Benjamin Rondinone and Claire Rosen, applicant and87 owner, for a wetland permit to construct a 460 s.f. deck in the upland review area at88 324 Firetown Road (Assessor’s Map F05, Block 301, Lot 006) Simsbury, CT 06070,89 Zone R-40 OS.90 91 Application CC #26-15 of Michael Lawlor, applicant and owner, for a wetland permit92 for grading and construction in the upland review area at 36 Holcomb Street93 (Assessor’s Map D04, Block 208, Lot 002A 4) Simsbury, CT 06070, Zone R-40.94 95 Application CC #26-16 of Michel Regan, applicant and Victor Suski, owner, for a96 wetland permit to construct a 240 s.f. deck at 18 Birch Road (Assessor’s Map A12,97 Block 425, Lot 038) Simsbury, CT 06092, Zone R-40.98 99 VII. ADJOURNMENT100 101 MOTION: Commissioner Wilcox made a motion, seconded by Secretary Campolieta,102 to adjourn the meeting.
