CALL TO ORDER – Secretary Rice called the meeting to order at 7:02 P.M.9 10 Present: Secretary, William Rice; Commission Members: Nicholas Criscitelli and11 Marcus Furze; Alternate Commission Member, Paul S. Sullivan, Sr.; and Planning12 Director, George McGregor.13 14 Absent: Chair, Erin Leavitt-Simth; Commission Members: Holly Beum and Julie15 Eaton; Alternate Commission Members: Donald Colantonio and Peter Harrison.16 17 Seating of Alternates: Commissioner Sullivan was appointed as a regular member for18 tonight’s meeting.19 20 II. APPROVAL OF MINUTES21 22 May 26, 2026, Special Meeting and Joint Meeting23 24 MOTION: Commissioner Sullivan made a motion, seconded by Commissioner25 Criscitelli, to approve the Minutes of the May 26, 2026 Special Meeting and Joint26 Meeting as written. The motion carried unanimously (4-0-0).27 28 III. GENERAL COMMISSION BUSINESS29 30 Referrals from the Zoning Commission31 32 ZC #26-18, An application of Dorset Crossing LLC, Owner, Dwight Merriam, Agent,33 pursuant to Section 8 of the Zoning Regulations for a zone change and amendment to34 the Master Development Plan to allow a car wash facility at 10 Dorset Crossing35 (Assessor’s Map Block Lot I04 403 13C-F), Planned Area Development (PAD) Zone.36 37 Page 2 of 2 Attorney Dwight Merriam, FACIP, Esq; Civil Engineer, Brandon Handfield, P.E. of38 Yantic River Consultants, LLC; Architect, Rocco Petitto, AIA of QA+M Architecture;39 and Landscape Architect, Biff Schechinger, ASLA presented the proposed car wash40 facility. The Commission asked several follow-up questions and discussed41 42 MOTION: Commissioner Criscitelli made a motion, seconded by Commissioner43 Furze, that the Planning Commission forward a NEGATIVE referral to the Zoning44 Commission for ZC #26-18 as it has potential detrimental impacts to the aquifer, local45 water supply, environment, and traffic, none of which align with the POCD. Secretary46 Rice and Commissioner Sullivan opposed the motion. The motion failed (2-2-0).47 48 MOTION: Secretary Rice made a motion, seconded by Commissioner Furze, that the49 Planning Commission directs Town Staff to prepare a memo transmitting a split referral50 to the Zoning Commission. The motion carried unanimously (4-0-0).51 52 IV.
