CALL TO ORDER – Chair Winters called the meeting 7:00 P.M.9 10 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary, Joseph Campolieta;11 Commission Members: Jason Berman and Donald Eaton. Alternate Commission Member,12 Sue Brittell; Planning Director, George McGregor; and Assistant Town Planner, Brittany13 MacGilpin.14 15 Absent: Commission Members: Charles Haldeman and Michael Luzietti; and Alternate16 Commission Member, Alison Wilcox.17 18 Seating of Alternate: Commissioner Brittell was appointed as a regular for tonight’s19 meeting.20 21 II. APPROVAL OF MINUTES22 23 June 9, 2026, Regular Meeting and June 16, 2026, Regular Meeting24 25 MOTION: Secretary Campolieta made a motion, seconded by Vice Chair Levy, to26 approve the Minutes of the June 9, 2026, Regular Meeting and June 16, 2026, Regular27 Meeting as written. The motion carried unanimously (6-0-0).28 29 III. NEW IWWA APPLICATIONS FOR RECEIPT AND DETERMINATION OF30 SIGNIFICANCE31 32 None.33 34 IV. IWWA APPLICATIONS35 36 Application CC #26-09 of the Simsbury Fire District, owner, Matthew Pearce, applicant,37 for the demolition of the existing fire training building and the construction of a new 70’ x38 Page 2 of 3 20’ building in approximately the same location with associated improvement of existing39 paved area at 251 Hopmeadow Street (Assessor’s Map F16, Block 116, Lot 003C)40 Simsbury, CT 06070, Zone R-40. (Item determined non-significant on June 16, 2026).41 42 Assistant Town Planner MacGilpin, and Mr. Pearce presented the proposed demolition and43 construction. The Commission asked several follow-up questions and gave44 recommendations.45 46 MOTION: Secretary Campolieta made a motion, seconded by Vice Chair Levy, that47 Moved, the Inland Wetlands and Watercourses Commission APPROVES Application CC48 #26-09 of the Simsbury Fire District, owner, Matthew Pearce, applicant, for the demolition49 of the existing fire training building and the construction of a new 70’ x 20’ building in50 approximately the same location with associated improvement of existing paved area at51 251 Hopmeadow Street (Assessor’s Map F16, Block 116, Lot 003C) Simsbury, CT 06070,52 Zone R-40., based upon the following findings:53 54 a. The project as proposed will not have a significant impact to the wetland soils or55 watercourse.56 57 b. Soil and Erosion Control Measures will be installed to reduce the impact to the58 wetlands or watercourse during construction.59 60 And subject to the following conditions:61 62 1. The project shall be developed in substantial conformance with the application63 information for 251 Hopmeadow Street, dated 05-29-2026.64 65 2. At all times during site work and until soil areas are stabilized, the applicant shall install66 and maintain erosion and sediment control measures depicted in the application or67 other measures deemed necessary by the Commission’s agent to prevent erosion and68 sedimentation impacts to the watercourse.69 70 3. All erosion control and soil stabilization measures shall comply with the approved71 plans and the guidelines as established in the Connecticut Guidelines for Soil Erosion72 and Sediment Control, 2002, CTDEP Bulletin 34.73 74 4. Upon direction of the Commission’s agent, erosion and sediment control measures75 shall be removed by the applicant following stabilization of the site.76 77 5. The Inland Wetlands Agent shall be notified at least 48 hours prior to commencement78 of activities.79 80 The motion carried unanimously (6-0-0).81 82 Page 3 of 3 Application CC #26-02 of SL Simsbury, LLC applicant and owner, for a wetland permit83 to construct +/-689 residential units with associated improvements that includes84 disturbance in the upland review area at 200 Hopmeadow Street (Hartford South)85 (Assessor’s Map F17, Block 154, Lot 009-2) Simsbury, CT 06089, Zone HS-FBC. (Public86 hearing for this item was closed at the June 9, 2026 meeting.)87 88 The Commission discussed concerns about vernal pools, wildlife, spill lighting, and offsite89 impacts.90 91 Assistant Town Planner MacGilpin will write a letter of denial with the conditions92 discussed, have the Town Attorney review it, and bring it back to the Commission to vote93 on. The Commission will have a Special Meeting before July 14th.94 95 MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, to direct96 staff to draft a letter of denial to be voted on at a Special Meeting, date to be determined.97 The motion carried unanimously (6-0-0).98 99 V. CONSERVATION COMMISSION BUSINESS100 101 Vice Chair Levy recommended having a discussion concerning the Town continuing to102 implement rodenticide regulation.103 104 VI. DESIGNATED AGENT ACTIONS AND OTHER REPORTS105 106 Chair Winters reminded the Commission to complete their training by December 31st.107 108 VII. ADJOURNMENT109 110 MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, to adjourn111 the meeting.
