CALL TO ORDER – Chair Winters called the meeting 7:00 P.M.8 9 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary, Joseph10 Campolieta; Jason Berman, Donald Eaton, and Charles Haldeman; Alternate11 Commission Member, Sue Brittell; Assistant Town Planner, Brittany MacGilpin.12 13 Absent: Commission Member, Michael Luzietti; and Alternate Commission14 Member, Alison Wilcox.15 16 Seating of Alternate: Commissioner Brittell was appointed as a regular for17 tonight’s meeting.18 19 II. APPROVAL OF MINUTES20 21 June 2, 2026, Regular Meeting22 23 MOTION: Vice Chair Levy made a motion, seconded by Commissioner Haldeman,24 to approve the Minutes of the June 2, 2026, Regular Meeting, as written. Chair25 Winters abstained. The motion carried unanimously (5-0-1).26 27 III. NEW IWWA APPLICATIONS FOR RECEIPT AND DETERMINATION OF28 SIGNIFICANCE29 30 Application CC #26-09 of the Simsbury Fire District, owner, Matthew Pearce,31 applicant, for the demolition of the existing fire training building and the32 construction of a new 70’ x 20’ building in approximately the same location with33 associated improvement of existing paved area at 251 Hopmeadow Street34 (Assessor’s Map F16, Block 116, Lot 003C) Simsbury, CT 06070, Zone R-40.35 36 Assistant Town Planner MacGilpin and Matt Pierce, the Facilities Manager of the37 Fire District, provided an overview of the proposed demolition and construction of38 a new building. Commissioners asked follow-up questions.39 Page 2 of 4 40 MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta,41 that the IWWA deems Application CC #26-09 as a regulated activity because it42 is occurring in the upland review area and it has been determined as not a43 significant activity as it has no direct wetlands impact and just replacing existing44 building and associated pavement. The motion carried unanimously (6-0-0).45 46 IV. PUBLIC HEARING AND/OR ACTION ON IWWA APPLICATIONS47 48 Application CC #26-07 of Roy Occhiogrosso, applicant and owner, for a wetland49 permit to stabilize the bank of a brook that has eroded in the front yard of the50 property at 25 Park Road (Assessor’s Map D16, Block 420, Lot 023+24) Simsbury,51 CT 06070, Zone R-40.52 53 Assistant Town Planner MacGilpin discussed the proposed project. Chair Winters54 and Assistant Town Planner MacGilpin met with the homeowner on-site to55 provide recommendations for the project, which included creating a more56 moderate slope towards the brook with the planting of deeper rooted, wetland57 dependent vegetation to provide more bank stabilization.58 59 MOTION: Secretary Campolieta made a motion, seconded by Commissioner60 Haldeman, that the Inland Wetlands and Watercourses Commission APPROVES61 Application CC #26-07 of Roy Occhiogrosso, applicant and owner, for a wetland62 permit to stabilize the bank of a brook that has eroded in the front yard of the63 property at 25 Park Road (Assessor’s Map D16, Block 420, Lot 023+24) Simsbury,64 CT 06070, Zone R-40, based upon the following findings:65 66 a. With the suggested methods for brook bank stabilization, the project is67 expected to not have a significant impact on watercourse.68 69 And subject to the following conditions:70 71 1. The project shall be developed in substantial conformance with the application72 information for 25 Park Road, application dated May 11, 2026, including the73 revised site plan dated June 16, 2026.74 75 2. At all times during site work and until soil areas are stabilized, the applicant76 shall install and maintain erosion and sediment control measures depicted in77 the application or other measures deemed necessary by the Commission’s78 agent to prevent erosion and sedimentation impacts to the watercourse.79 80 3. All erosion control and soil stabilization measures shall comply with the81 approved plans and guidelines as established in the Connecticut Guidelines for82 Soil Erosion and Sediment Control, 2024.83 84 Page 3 of 4 4. Upon direction of the Commission’s agent, erosion and sediment control85 measures shall be removed by the applicant following stabilization of the site.86 87 5. The Inland Wetlands Agent shall be notified at least 48 hours prior to88 commencement of activities.89 90 Application CC #26-10 of Jackie and Rick Kosiba, applicant and owner, for a91 wetland permit to stabilize the bank of a brook that has eroded in the rear yard of92 the property at 14 Minister Brook (Assessor’s Map D17, Block 204, Lot 077)93 Simsbury, CT 06070, Zone R-40.94 95 Assistant Town Planner MacGilpin discussed the proposed project. The96 Commission recommended planting pockets within the rip rap.97 98 MOTION: Secretary Campolieta made a motion, seconded by Commissioner99 Haldeman, Moved, the Inland Wetlands and Watercourses Commission100 APPROVES Application CC #26-10 of Jackie and Rick Kosiba, applicant and101 owner, for a wetland permit to stabilize the bank of a brook that has eroded in the102 rear yard of the property at 14 Minister Brook (Assessor’s Map D17, Block 204,103 Lot 077) Simsbury, CT 06070, Zone R-40, based upon the following findings:104 105 a. With the suggested methods for brook bank stabilization, the project is106 expected to not have a significant impact on watercourse.107 108 And subject to the following conditions:109 110 1. The project shall be developed in substantial conformance with the application111 information for 14 Minister Brook June 1, 2026.112 113 2. Within the rip rap area, provide pockets of plantings to further stabilize the114 bank.115 116 3. At all times during site work and until soil areas are stabilized, the applicant117 shall install and maintain erosion and sediment control measures depicted in118 the application or other measures deemed necessary by the Commission’s119 agent to prevent erosion and sedimentation impacts to the watercourse.120 121 4. DESIGNATED AGENT ACTIONS AND OTHER REPORTS136 137 Assistant Town Planner MacGilpin reviewed the DA Permit for Application CC138 #26-08, 70 Simsbury Manor Drive.139 140 VII. ADJOURNMENT141 142 MOTION: Secretary Campolieta made a motion, seconded by Vice Chair Levy, to143 adjourn the meeting.
