BOARD OF COMMISSIONERS – REGULAR MEETING MINUTES
June 12, 2026

The regular meeting of the Housing Authority of the Town of Simsbury, Connecticut was held on June 12,
2026. The meeting was called to order by Chairperson Cook at 8:01 a.m. In attendance were, Vice-Chair
Fleet, Commissioners, Joyce McKusick, Amber Abbuhl, Pradeep Bajaj, Executive Director, Christine Winters,
Housing Administrator, Lori Lubetkin, and BOS Liaison Mike Paine
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited.
PUBLIC AUDIENCE
There was no Public Audience.
MINUTES OF THE PREVIOUS MEETING
The minutes of the May 8, 2026 Board Meeting were reviewed by the Board. Commissioner Abbuhl made a
motion to accept the minutes, seconded by Commissioner McKusick. All voted in favor, motion carried.
BOARD OF SELECTMAN LIAISON REPORT
BOS Paine spoke about the new Town Website. He asked to make sure it is working and to reach out to the
IT department with any issues we may have. He also mentioned about the Special BOS Meeting on June 15,
2026.
RESIDENT COMMISSIONER REPORT
Commissioner McKusick reported that she felt that things have calmed down since the last meeting. Also,
since we had a resident meeting, residents were informed regarding the results of the survey that was taken.
EXECUTIVE DIRECTOR’S REPORT
The Executive Director gave an update on the vacancies.
• Lori, the Housing Administrator holds a “Keeping Your Balance” Class twice a month. This is
very well attended.
• Jerry Perkins, a historian, was here to discuss “Women in American History” on June 10th.
• Chair Yoga is held three times a month.
• Crafting with Valerie & Margaret (Aging & Disability/Garden Club) was on June 4th.
• The Chief of Police & the Animal Control Officer were here on June 3rd for Coffee Hour.
• “Bunco”. The residents really enjoyed this and will now be held once a month.
• Our Chef Manager holds a “Food for Thought” program once a month.
• Cindy & Edyta (SALSA) hold a “Treat & Chat” each month.
• A resident meeting was held on My 27th.
• UTOPIA is holding a “Meet & Greet” on June 16th. Family members are invited as well.
• The 4th of July Cookout is on July 2nd.
• We are having a Luau on July 31st.
• Dr. Tencer, a podiatrist, comes every ten weeks to see residents.
• St Mary’s Church holds Mass at VCR every third Wednesday of the month.
UTOPIA is currently providing services to 18 residents (44%).
COVID –
No issues to report.

COMMUNICATIONS
No Communications.
RESIDENT ISSUES/CORRESPONDENCE
There has been some community concerns, resident challenges and housing issues.
OLD BUSINESS
• HUD Grant They will be assisting us in completing additional information into DRGR and hopefully will
have this completed soon. One of the items is the “Part 58, Environmental Review” which has to be
completed by our municipality. I have been in contact with Tom Roy and are waiting for his completion
of the form. He did complete the form with the exception of signing it and filling out the information for
the Historic Commission in Hartford. He mentioned, that in order for him to sign, we would need an
MOU.
NEW BUSINESS
• I did apply for a grant through “HAI” Group for the fire alarm system. I’m not sure how long it
takes for review and notification, however, I will keep you updated.
• The Budgets were submitted to DOH & CHFA on April 24th. CHFA has approved the Budget for
DOLMA, however, DOH has to approve the funding for this and we have been approved for the
Congregate Budget.
• Lori is diligently working on getting all leases signed. We are using the new procedure for Lease
signing. At VCR, we have updated the Resident Handbook, Code of Conduct, Dining Room
Protocol and the “New Rules” for the Lounge, which was all discussed at the Resident Meeting.
It’s a very busy time of the year.
• A resident meeting was held on May 27th. An update was given from the Kitchen and the ALSA
office. We went over the Lease signing process and all the changes in the process. We
discussed the results of the Survey and the “New Rules” for the Lounge, Renters Rebate, etc.
Also discussed, was the use of vulgarity, absolutely will not be tolerated towards residents’ or
staff.
• Lori is working on finishing the process for the Notary designation and should have that
completed by end of July.
• On the Agenda is the Discussion regarding the Town Managers Proposal.
• The “Investigator” that was on the property behind Apt #47 had called as there was a court date
for June 3rd. He wanted Kent to sign an “Affidavit” stating the area behind the apartments is all
common space. I did contact our Attorney and he said we do not have to sign anything for him.
• A resident from DOLMA, who walks everyday around the property was “attacked” by a dog from
ENO next door. The dog was tethered and broke loose and came running after him. It was on
the north side of VCR. When the dog lunged at him, he turned away from it and lost his balance
and fell to the ground. He came into VCR, completely covered in blood (He is on blood thinner).
We called 911, he went to the Hospital and it was determined he broke his nose. The officers
found the dog and the owner. I have requested a copy of the report for our records.
• The Fire Marshall will be here on June 15th for the Annual Inspections at both properties.
• Hartford Sprinkler will be here on June 12th for the Annual Sprinkler Inspection at VCR.
• The office is closed for the Juneteenth Holiday, Friday, June 19th and Friday, July 3rd for the 4th of
July Holiday.

At 8:50 am, a motion was made by Commissioner Abbuhl to enter into Executive Session, seconded by
Chairman Cook.
At 9:00 am, a motion was made by Vice-Chair Fleet to exit Executive Session, seconded by Commissioner
Abbuhl. No Actions were taken.
ADJOURNMENT
There being no further business to discuss, a motion was made by Commissioner Abbuhl seconded by
Commissioner McKusick, to adjourn the meeting. All voted in favor, motion carried. The meeting was
adjourned at 9:01 a.m.
