CALL TO ORDER – Chair Winters called the meeting to order at 7:00 P.M.9 10 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary, Joseph11 Campolieta; Commission Members: Jason Berman, Donald Eaton, and Michael12 Luzietti; and Assistant Town Planner, Brittany MacGilpin.13 14 Absent: Commission Member, Charles Haldeman; and Alternative Commission15 Members: Sue Brittell and Alison Wilcox.16 17 II. APPROVAL OF MINUTES18 19 May 19, 2026, Regular Meeting20 21 MOTION: Chair Winters made a motion, without objection, to approve the Minutes22 of May 19, 2026, Regular Meeting as written (6-0-0).23 24 III. NEW IWWA APPLICATIONS FOR RECIEPT AND DETERMINATION OF25 SIGNIFICANCE26 27 Application CC #26-07 of Roy Occhiogrosso, applicant and owner, for a wetland28 permit to stabilize the bank of a brook that has eroded in the front yard of the property29 at 25 Park Road (Assessor’s Map D16, Block 420, Lot 023+24) Simsbury, CT 06070,30 Zone R-40.31 32 Assistant Town Planner MacGilpin and Mr. Occhiogrosso discussed the proposed33 wetland permit for an erosion repair project. The Agency asked questions and provided34 several recommendations on the use of vegetation to stabilize the area and to avoid the35 use of rip rap in this case. The Agency would like the Applicant to return with a revised36 plan.37 Page 2 of 3 38 39 40 41 MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, that42 the IWWA find Application CC #26-07 of Roy Occhiogrosso, applicant and owner,43 for a wetland permit to stabilize the bank of a brook that has eroded in the front yard44 of the property at 25 Park Road (Assessor’s Map D16, Block 420, Lot 023+24)45 Simsbury, CT 06070, Zone R-40 non-significant. Discussion and voting will be held46 at the June 16th meeting. The motion carried unanimously (6-0-0).47 48 Application CC #26-10 of Jackie and Rick Kosiba, applicant and owner, for a wetland49 permit to stabilize the bank of a brook that has eroded in the rear yard of the property50 at 14 Minister Brook (Assessor’s Map D17, Block 204, Lot 077) Simsbury, CT 06070,51 Zone R-40.52 53 Assistant Town Planner MacGilpin and Mrs. Kosiba discussed the proposed wetland54 permit for an erosion repair project. The Agency asked questions and provided several55 recommendations. While the project may utilize rip rap in this case due to the56 proximity of the erosion to the home, the agency would like the project to also include57 plantings to further stabilize the area. The Agency would like the Applicant to return58 with a revised plan.59 60 MOTION: Secretary Campolieta made a motion, seconded by Vice Chair Levy, that61 the IWWA finds Application CC #26-10 of Jackie and Rick Kosiba, applicant and62 owner, for a wetland permit to stabilize the bank of a brook that has eroded in the rear63 yard of the property at 14 Minister Brook (Assessor’s Map D17, Block 204, Lot 077)64 Simsbury, CT 06070, Zone R-40 non-significant. Discussion and voting will be held65 at the June 16th meeting. The motion carried unanimously (6-0-0).66 67 IV. PUBLIC HEARING AND/OR ACTION ON IWWA APPLICATIONS68 69 None.70 71 V. CONSERVATION COMMISSION BUSINESS72 73 Presentation by owner, Peter Spano, of Bissell Brook Farm, 45 Hoskins Road,74 Simsbury, CT regarding the Ecological Restoration and Long-Term Stewardship75 Plan for the property.76 77 Mr. Spano presented a plan for maintenance of vegetation and removal of debris on the78 land and along the associated brook located at 45 Hoskins Road. The long-term plan79 includes building a single-family home and an associated farm.80 Page 3 of 3 81 .82 83 VI. DESIGNATED AGENT ACTIONS AND OTHER REPORTS84 85 • There was a discussion about creating a native plant policy for use on Town-owned86 land. Writing a letter to the Board of Selectmen including Selectman Beal, liaison87 to the Conservation Commission, would be helpful. A zoning regulation should88 also be created that would apply to private land. Eventually, a text amendment89 application to the Zoning Commission will be required.90 91 • Chair Winters reported there will be an informational presentation for the public on92 removal of the Stoddard Dam on Thursday, June 4 at 6 P.M. at the Simsbury Public93 Library.94 95 • Secretary Campolieta, on behalf of Pollinator Pathways, thanked the Town for96 sending them a list of the new plantings for the Simsbury PAC and being receptive97 to their recommendations.98 99 • Commissioner Eaton recommended that the Town be contacted about best practices100 for vegetative buffers of bank streams located on town-owned land. Chair Winters101 suggested making an information packet for them.102 103 • Chair Winters reminded the Commissioners to complete the required wetland104 training classes by the end of the year. The due date is January 2027.105 106 VII.
