I. CALL TO ORDER – Chair Braz called the meeting to order at 7:00 P.M.9

Present: Chair, Tony Braz; Vice Chair, Shannon Leary; Commission Members: Jackie11
Battos, Kate Beal, Dagny Griswold, and Tucker Salls; Alternate Commission12
Members: Allen Bradford and Doug McKown; and Planning Director, George13

II. APPROVAL OF MINUTES18

Chair Braz amended Line 68 for “pro-rate” to read “pro rata”.22

MOTION: Commissioner Beal made a motion, seconded by Vice Chair Leary, to24
approve the Minutes of the May 4, 2026, Regular Meeting, as amended. The motion25
carried unanimously (6-0-0).26

MOTION: Commissioner Beal made a motion, seconded by Vice Chair Leary, to30
approve the Minutes of the May 18, 2026, Regular Meeting, as written. The motion31
carried unanimously (6-0-0).32

III. PUBLIC HEARING AND ACTION ON TEXT AMENDMENTS34

ZC 26-10, A Text Amendment application of Dr. Wynee Lou, to amend section 4.536
of the Simsbury Zoning Regulations to permit personal service uses, including yoga37

studios, health and fitness, and other exercise facilities or studios, in the Professional38
Office (PO) zone.39

Planning Director McGregor and Dr. Wynee Lou discussed the proposed text41
amendment. Commissioners asked follow-up questions.42

MOTION: Commissioner Battos made a motion, seconded by Commissioner Beal, to44
close the public hearing for ZC 26-10. The motion carried unanimously (6-0-0).45

MOTION: Commissioner Salls made a motion, seconded by Commissioner Griswold,47
that the Zoning Commission approves ZC 26-10 a Text Amendment application of48
Dr. Wynee Lou, to amend section 4.5 of the Simsbury Zoning Regulations to permit49
personal service uses, including yoga studios, health and fitness, and other exercise50
facilities or studios, in the Professional Office (PO) zone, based upon the Planning51
Commission finding.52

Preliminary PAD Review56

ZC 26-11, An application of Dorset Crossing LLC, owner, Dwight Merriam Esq.,58
applicant, for Preliminary Application Review to amend the Master Development Plan59
at Dorset Crossing to include a Car Wash Facility at 10 Dorset Crossing, (Assessor’s60
Map Block Lot I04 403 13C-F), Planned Area Development (PAD) zone. This review61
is preliminary and non-binding.62

Attorney Dwight Merriam, FAICP, Esq.; Civil Engineer, Brandon Handfield, PE of64
Yantic River Consultants; Architect, Rocco Petitto, AIA, QA +M Architecture;65
Landscape Architect, Biff Schechinger, ASLA; and Scott F. Hesketh P.E. of F.A.66
Hesketh & Associates, Inc., discussed the proposed project and the recommendations67
the Board gave at a previous meeting. The Commission asked to follow up questions68
and requested additional information to be submitted during the formal Master Plan69
Amendment and Site Plan application.70

Planning Director McGregor reported that the public hearing for the McLean74
Application has been extended to June 15th at 7 P.M. at the Simsbury Public Library.75

MOTION: Commissioner Beal made a motion, seconded by Vice Chair Leary, to79
adjourn the meeting. The motion carried unanimously (6-0-0).80
