I. CALL TO ORDER – Vice Chair Rice called the meeting to order at 5:31 P.M.9

Benedict, Anca Dragulski, and Andrew Tarpill; Alternate Board Member, William12
Clegg; Assistant Town Planner, Brittany MacGilpin.13

Seating of Alternate: Commissioner Clegg was appointed as a regular member for17
tonight’s meeting.18

MOTION: Commissioner Benedict made a motion, seconded by Commissioner20
Tarpill, to amend the Agenda to move “New Business” before “General Commission21
Business – Preliminary Review”. The motion carried unanimously (6-0-0).22

MOTION: Commissioner Clegg made a motion, seconded by Commissioner Tarpill,28
to approve the Minutes of the May 18, 2026, Regular Meeting, as written. The motion29
carried unanimously (6-0-0).30

Zoning Compliance Review of Robert Senger & William Scoville, Owners; Erica34
Stinziani, Applicant, for sign permit to install one ± 21 sq. ft. roof-mounted sign for35
Stella Blue Photography at 373 Hopmeadow Street (Map Block Lot F14 103 010),36
Simsbury, Zone B-1.37

Assistant Town Planner MacGilpin discussed the proposed sign. The Board asked39
follow up questions and recommended having a larger font with “Stella Blue” on top40
and “Photography” on the bottom.41

MOTION: Chair Lange made a motion, seconded by Commissioner Clegg that the43
Design Review Board submits a positive referral for the Zoning Compliance Review44
of Robert Senger & William Scoville, Owners; Erica Stinziani, Applicant, for sign45
permit to install one ± 21 sq. ft. roof-mounted sign for Stella Blue Photography at 37346
Hopmeadow Street (Map Block Lot F14 103 010), Simsbury, Zone B-1. The referral47
is based on the following conditions:48

1. The project shall be developed in conformance with the sign plan stamped received50
by the Simsbury Planning Department on May 14, 2026.51

2. Staff can approve minor modifications to the approved plans prior to53
implementation in the field.54

3. The Applicant considers larger font with “Stella Blue” on top and “Photography”56
on bottom.57

sign permit to install tenant signage for two businesses: two (2) wall signs and a60

IV. GENERAL COMMISSION BUSINESS – PRELIMINARY REVIEW84

Planned Area Development (PAD) Preliminary Application Review for a proposed88
Car Wash Facility at 10 Dorset Crossing, (Assessor’s Map Block Lot I04 403 13C-F),89
Zone PAD. This review is non-binding and preliminary.90

Attorney Dwight Merriam, FAICP, Esq.; Civil Engineer, Brandon Handfield, PE of92
Yantic River Consultants; Architect, Rocco Petitto, AIA, QA +M Architecture; and93
Landscape Architect, Biff Schechinger, ASLA discussed the proposed project and the94
recommendations the Board gave at a previous meeting. The Board asked follow-up95
questions and requested fencing or enhanced landscaping around the dumpster area.96

MOTION: Chair Lang made a motion, seconded by Commissioner Clegg, to adjourn100
the meeting. The motion carried unanimously (6-0-0).101
