I. CALL TO ORDER – Chair Winters called the meeting to order at 7:00 P.M.8

MOTION: Secretary Campolieta made a motion, seconded by Vice Chair Levy, to24
approve the Minutes of May 5, 2026, Regular Meeting as amended. The motion carried25
unanimously (6-0-0).26

IV. PUBLIC HEARING AND/OR ACTION ON IWWA APPLICATION(S)33

Application CC #26-02 of SL Simsbury, LLC applicant and owner, for a wetland35
permit to construct +/-689 residential units with associated improvements that includes36
disturbance in the upland review area at 200 Hopmeadow Street (Hartford South)37
(Assessor’s Map F17, Block 154, Lot 009-2) Simsbury, CT 06089, Zone HS-FBC.38

Christine Sinopoli, 16 Clay Creek Drive, Suffield, CT, submitted a Notice of41
Intervention petition pursuant to CGS Section 22A-9 and explained the environmental42
reasons for the intervention.43

Attorney TJ Donahue, Esq., the attorney for the applicant, then spoke and stated the45
applicant requests that the Commission deny or strike the intervention petition as46
legally insufficient under CGS 28-19.47

Town Staff stated the Notice of Intervention document will be reviewed by the Town49
Attorney for this application to determine whether it is a verified pleading. The50
Commission deferred action on determination of the Intervenor Status.51

Paul Vitaliano, Civil Engineer at VHB, then provided a brief presentation to the55
commission and stated they are working on their response to the third -party review56
comments.57

Chair Winters and Vice Chair Levy asked follow-up questions of the applicant. Mr.59

continue the public hearing until June 9th. The motion carried unanimously (6-0-0).86

• Chair Winters stated that at an upcoming meeting they will discuss native plant102
policy guidelines for Town-owned property.103
• Saturday, May 23rd, the FRWA and the Simsbury Land Trust are doing a104
porcelain berry removal at the Pinchot Sycamore from 9 A.M. to 11 A.M.105
• Chair Winters is doing a talk at the Southwick Library at 6:30 P.M. on106
horticulture.107
