I. CALL TO ORDER – Chair Leavitt-Smith called the meeting to order at 7:00 P.M.9

Present: Chair, Erin Leavitt-Smith; Secretary, William Rice; Commission Member,11
Nicholas Criscitelli; Alternate Commission Members: Donald Colantonio and Paul12
Sullivan Jr.; and Planning Director, George McGregor13

Absent: Commission Members: Holly Beum, Julie Eaton, and Marcus Furze; and15
Alternate Commission Member, Peter Harrison.16

Seating of Alternates: Commissioner Colantonio and Commissioner Sullivan were18
appointed as regular members for tonight’s meeting.19

II. APPROVAL OF MINUTES21

MOTION: Chair Leavitt-Smith made a motion, seconded by Secretary Rice,25
to approve the Minutes of the March 24, 2026, Regular Meeting as written. The motion26
carried unanimously (5-0-0).27

III. GENENRAL COMMISSION BUSINESS29

PAD Preliminary Development Plan Review31

ZC 26-04, An Application of Farmington Valley Property Group LLC., Owner,33
LADA PC, Applicant, for a Master Development Plan and Zone Change at Powder34
Development, 1-3 Mill Pond Lane (Assessor Map, Block, Lot, F11 103 005-23). The35
Application seeks to rezone approximately 3.4 acres from existing I-2 to the Planned36
Area Development Zone (PAD) in order to provide a uniform, flexible zone for37

existing development and add 14 multifamily townhouse units. As part of the PAD38
process, the review is preliminary and non-binding.39

Planning Director McGregor, Phil Doyle of LADA, and Chris Hill the architect41
discussed the proposed rezoning and project. The Commission provided several42
recommendations.43

Tariffville Neighborhood Plan Implementation Matrix Review45

Planning Director McGregor provided an overview of the funding for park47
enhancements, improvements to public access points to the Farmington River, and48
future communication with the Parks and Recreation Department.49

Comprehensive Zoning Regulations Update Status Report51

Planning Director McGregor reported they will have a joint Planning Commission and53
Zoning Commission at the May 26th meeting.54

MOTION: Chair Leavitt-Smith made a motion, without objection, to adjourn the58
meeting (5-0-0).59
