The Special Meeting of the Board of Selectmen was called to order at 9:31 a.m. via Zoom.3
Present were: First Selectman Wendy Mackstutis; Deputy First Selectman Steven Antonio;4
Board members Curtis Looney, Diana Yeisley, Mike Paine and Kevin Beal. Others in attendance5
included: Town Manager Marc Nelson, Deputy Town Manager Tom Fitzgerald, Finance Director6
Amy Meriwether, Budget Director Melissa Appleby, and Library Director Lisa Miceli.7

a) FY 26/27 Budget discussions15

Ms. Mackstutis discussed the Board of Finance Meeting from Tuesday night and where the17
budget stands after their decisions. Ms. Mackstutis asked Ms. Meriwether to go over available18
options for the budget.19

Ms. Meriwether stated we are here from health insurance claims received during her normally21
quarterly reporting. Ms. Meriwether reviewed three options for the Board. They include keeping22
the budget as they adopted it which used Health Insurance reserves, using year end surplus to23
offset higher claims than expected, or removing from the budget the $1,000,000 from health24
insurance reserves from the budget and increasing the mill rate more than the adopted budget.25

After a thorough discussion the Board of Selectmen as a whole agreed that they did not see the27
need to remove the health insurance reserves from the budget and increase the tax impact for28
something that could be a one-time spike. The Board was unanimous in their agreement that the29
Board of Finance should keep to a mill rate increase of 2.15% which was the intention of the30
Board of Selectmen’s adopted budget.31

Mr. Beal made a motion, effective April 23, 2026, to adjourn the Special Meeting of the Board of35
Selectmen at 9:55 a.m. Mr. Antonio seconded the motion. All were in favor and the motion36
passed.37
