CALL TO ORDER- Chair Winters called the meeting to order at 7:00 P.M.8 9 Present: Chair, Margery Winters; Vice Chair, Jason Levy; Commission Members:10 Jason Berman, Donald Eaton, and Michael Luzietti; Alternate Commission Members,11 Sue Brittell; and Assistant Town Planner, Brittany MacGilpin.12 13 Absent: Secretary, Joseph Campolieta; Commission Member, Charles Haldeman; and14 Alternate Commission Member, Alison Wilcox.15 16 Seating of Alternate: Commissioner Brittell was appointed as a regular member for17 tonight’s meeting.18 19 II. APPROVAL OF MINUTES20 21 April 7, 2026, Regular Meeting22 23 MOTION: Vice Chair Levy made a motion, seconded by Commissioner Luzietti, to24 approve the Minutes of the April 7, 2026, Regular Meeting as written. The motion25 carried unanimously (6-0-0).26 27 III. NEW IWWA APPLICATIONS FOR RECEIPT AND DETERMINATION OF28 SIGNIFICANCE29 30 Application CC #26-04 of Kathleen MacQuattie, owner and applicant, for a wetland31 permit to reestablish a bank that has eroded along a brook on the property at 133 East32 Weatogue Street (Assessor’s Map H11, Block 107, Lot 048A) Simsbury, CT 06070,33 R-40.34 35 Assistant Town Planner and Ms. MacQuattie provided an overview of the proposed36 wetland permit for the erosion repair project. The Agency asked several follow-up37 Page 2 of 2 questions and requested more information on proximity, stabilization methods, and the38 exploration of other options.39 40 MOTION: Vice Chair Levy made a motion, seconded by Commissioner Luzietti, that41 the Inland Wetlands and Watercourses Agency deems Application CC #26-04 of42 Kathleen MacQuattie, owner and applicant, for a wetland permit to reestablish a bank43 that has eroded along a brook on the property at 133 East Weatogue Street (Assessor’s44 Map H11, Block 107, Lot 048A) Simsbury, CT 06070, R-40 significant because it45 involves work in the watercourse, and will have a public hearing at the earliest meeting46 the Applicant can attend. The motion carried unanimously (6-0-0).47 48 IV. CONSERVATION COMMISSION BUSINESS49 50 Chair Winters stated that she submitted comments on the proposed Nod Road Solar51 Farm to the Town, she will be giving a talk on gardening with frogs and toads at the52 Federated Garden Clubs of CT, and the Sustainability Fair will be at the Simsbury53 Public Library on May 2nd.54 55 V. DESIGNATED AGENT ACTIONS AND OTHER REPORTS56 57 Assistant Town Planner MacGilpin encouraged the Commission to review the Criterion58 Information handout.59 60 VI.
