I. CALL TO ORDER – Chair Winters called the meeting to order at 7:00 P.M.8

Present: Chair, Margery Winters; Vice Chair, Jason Levy; Secretary. Joseph10
Campolieta; Commission Members: Jason Berman, Donald Eaton, and Charles11
Haldeman; Alternative Commission Member, Sue Brittell; Planning Director, George12
McGregor; and Assistant Town Planner, Brittany MacGilpin.13

Seating of Alternate: Commissioner Brittell was appointed as a regular member for18

MOTION: Secretary Campolieta made a motion, seconded by Commissioner25
Haldeman, to approve the March 17, 2026, Regular Meeting, as written. The motion26
carried unanimously (6-0-0).27

Selection of third-party peer review consultant for CC #26-02, 200 Hopmeadow31

The Commission briefly discussed the candidates for the third-party peer review34
consultant position.35

MOTION: Vice Chair Levy made a motion, seconded by Secretary Campolieta, for37
the Inland Wetland & Watercourses Agency selection of CHA to conduct a third-party38
peer review of Application CC #26-02, 200 Hopmeadow Street, and forwards this39
selection to the Board of Selectmen for the adoption by resolution of the fee estimate.40
The motion carried unanimously (6-0-0).41

IV. CONSERVATION COMMISSION BUSINESS43

Informational presentation by Lodestar Energy, a solar and energy company,45
regarding a Solar Array project at 140 Nod Road.46

Jeffrey Macel, Founder of Lodestar Energy; Samantha Valone, Project Developer at48
Lodestar Energy; Steve Kochis, PE, Civil Engineer at VHB; and Sara Berryman, PWS,49
Wetland Scientist at VHB summarized the proposed Solar Array project. The50
Commission asked several follow-up questions.51

Chair Winters reported that she met with Public Works to discuss invasive plant control55
and a Native Plant Policy, and the Simsbury Land Trust had a successful “Big Night”.56

Application CC #26-03 of Hartland Construction Co, LLC applicant, Christine60
Bowell, owner, for a wetland permit to construct an approximately 496 s.f. deck in the61
upland review area at 37 Road (Assessor’s Map G09, Block 203, Lot 008) Simsbury,62

Assistant Town Planner MacGilpin summarized the approval of the wetland permit for65
the deck construction66
