CALL TO ORDER – Chair Leavitt-Smith called the meeting to order at 7:00 P.M.9 10 Present: Chair, Erin Leavitt-Smith; Secretary, William Rice; Commission Members: Holly11 Beum, Nicholas Criscitelli, Julie Eaton, and Marcus Furze; Alternate Commission Members:12 Donald Colantonio, and Paul Sullivan, Sr.; and Planning Director, George McGregor.13 14 Absent: Alternate Commission Member, Peter Harrison.15 16 II. APPROVAL OF MINUTES17 18 February 24, 2026, Regular Meeting19 20 MOTION: Secretary Rice made a motion, seconded by Commissioner Eaton, to approve the21 Minutes of the February 24, 2026, Regular Meeting as written. The motion carried22 unanimously.23 24 III. GENERAL COMMISSION BUSINESS25 26 8-24 Referral from the Board of Selectmen: FY 2027 Budget Capital Projects27 28 Planning Director McGregor provided an overview of the referral consisting of twenty-three29 individual capital projects. The Commission asked several follow-up questions.30 31 MOTION: Secretary Rice made a motion, seconded by Commissioner Furze , that the32 Planning Commission finds that the Fiscal Year 2027 Capital Projects as referenced in the Staff33 Memorandum dated March 16th, 2026, and is described in the Memorandum from the Deputy34 Town Manager dated March 3rd 2026, are consistent with the Plan of Conservation and35 Development which seeks to “provide community facilities to meet community needs and36 desires as effectively and efficiently as possible” (Goals 11.1 and 11.2 pg.12). Commissioner37 Beum opposed the motion, Commissioner Eaton abstained. The motion carried (4-1-1).38 39 40 Page 2 of 2 41 BY-LAW Review and Revision Approval42 43 The Commission reviewed the BY-LAW revision.44 45 MOTION: Commissioner Beum made a motion, seconded by Secretary Rice, that the Planning46 Commission adopt the BY-LAWS effective March 24, 2026. The motion carried unanimously47 (6-0-0).48 49 IV.
