CALL TO ORDER – Chair Margery Winters called the meeting to order9 at 7:00 P.M.10 11 Present: Chair Margery Winters; Vice Chair Jason Levy; Secretary Joseph12 Campolieta (recused for CC #25-25); Commission Members: Michael13 Luzietti, Charles Haldeman; Assistant Town Planner, Brittany MacGilpin14 15 Absent: Commission Members: Donald Eaton, Jason Berman and16 Alternate Commission Members: Sue Brittell and Alison Wilcox17 18 II. SEATING OF ALTERNATES19 20 There was no seating of alternates.21 22 III. APPROVAL OF MINUTES23 24 February 17, 2026, Regular Meeting25 26 Commissioner Haldeman amended the 2-17-26 Minutes to add an27 additional sentence (after the first sentence beginning on Line 33) that28 states, “One focus area was how to make sure the recommendations29 reflected some of the areas of concern raised by the public related to water30 quality and flooding issues. A directive was taken to make sure the final31 recommendations to the Zoning Commission reflected these concerns.”32 33 Amend the sentence in Line 35 of the 2-17-26 Minutes to read, “Specific34 areas of recommendations included:”35 36 Page 2 of 4 MOTION: Vice Chair Levy made a motion, seconded by Commissioner37 Haldeman, to approve the Minutes of February 17, 2026 Regular Meeting38 as amended. The motion carried (5-0).39 40 IV. NEW IWWA APPLICATIONS FOR RECEIPT AND41 DETERMINATION OF SIGNIFICANCE42 43 Application CC #26-02 of SL Simsbury, LLC applicant and owner,44 for a wetland permit to construct 669 residential units with45 associated improvements that includes disturbance in the upland46 review area at 200 Hopmeadow Street (Hartford South) (Assessor’s47 Map F17, Block 154, Lot 009-2) Simsbury, CT 06089, Zone HS-FBC.48 49 The applicant’s team, Attorney T.J. Donahue and Paul Vitaliano, P.E.50 were in attendance and provided a summary of the project and the51 surrounding wetlands and watercourses.52 53 The commissioners asked follow-up questions of the applicant. They54 discussed the size of the project and proposed water management of the55 site and how that may impact the surrounding wetlands. They also56 expressed the importance of whether alternatives to the project exist that57 would have less of a potential impact to the wetlands.58 59 MOTION: Commissioner Haldeman made a motion, seconded by60 Commissioner Campolieta, for the Inland Wetlands and Watercourses61 Agency to find that Application CC #26-02 of SL Simsbury, LLC, 20062 Hopmeadow Street, may have a significant impact on wetland and63 watercourses and to schedule a public hearing on April 21, 2026 at the64 Simsbury Public Library. The motion carried unanimously (5-0).65 66 MOTION: Commissioner Levy made a motion, seconded by Commissioner67 Haldeman, for the Inland Wetlands and Watercourses Agency to find that68 Application CC #26-02 of SL Simsbury, LLC, 200 Hopmeadow Street,69 meets the criteria for a large and complex project under Section 85.6.1 of70 the Town Code and therefore requires services of a qualified third-party soil71 and wetland scientist and professional engineer to conduct and72 independent review of Application CC #26-02 of SL Simsbury, LLC, 20073 Hopmeadow Street. The motion carried unanimously (5-0).74 75 76 V. PUBLIC HEARING AND/OR ACTION ON IWWA APPLICATION(S)77 None78 79 Page 3 of 4 VI. IWWA BUSINESS80 None81 82 83 VII. CONSERVATION COMMSSION BUSINESS84 85 Application CC #25-25 of McLean Affiliates, Inc., applicant and86 owner, for a wetland permit to construct 40 new residential units at87 the existing McLean Retirement Community with associated88 improvements that includes a wetland crossing and disturbance in89 the upland review area at 75 Great Pond Road (Assessor’s Map E08,90 Block 147, Lot 001) Simsbury, CT 06070, Zone R-40.91 92 Commissioner Campolieta recused himself at 7:31 P.M.93 94 The Conservation Commission has been working on a draft report of95 recommendations regarding the subject application to provide to the Zoning96 Commission during their application process. The Commission had97 received additional comments from individuals including changes to the98 applicant’s pest management plan, adjusting the scheduled mowing of the99 meadow and a letter submitted by abutting neighbors regarding whether100 the 5-unit cluster has been justified from an environmental disturbance101 perspective. There was discussion by the Commission regarding these102 changes and edits to the report were made.103 104 MOTION: Commissioner Levy made a motion, seconded by Commissioner105 Luzietti, for the Conservation Commission to forward report titled, “CC106 #25-25, 75 Great Pond Road IWWA/CC Report,” to the Zoning Commission107 for consideration during the upcoming Zoning Application for the subject108 parcel. The motion carried unanimously (4-0-1) (Campolieta recused).109 110 VIII. DESIGNATED AGENT ACTIONS AND OTHER REPORTS111 112 Update on CT Public Act 25-73 Concerning Training for Inland113 Wetlands Agencies114 115 The new training requirements of the Public Act were discussed with the116 IWWA.117 118 Zoning Update Community Workshop119 120 Page 4 of 4 The date of the upcoming Zoning Update Community Workshop, which is121 March 30, was announced.122 123 Application CC #26-01 of Ryan Hucker, applicant and Dale Hucker,124 owner, for a wetland permit to construct an approximately 1260 s.f.125 addition in the upland review area at 6 Banks Road (Assessor’s Map126 D12, Block 152, Lot 002) Simsbury, CT 06070, R-40 OS.127 128 The Designated Agent reported out the above approval. The Agency129 discussed whether invasive species information and other relevant topics130 such as pool chemical management can be provided to the applicant for131 Designated Agent approvals.132 133 IX. ADJOURNMENT134 135 MOTION: Commissioner Haldeman made a motion, seconded by Vice136 Chair Levy, to adjourn the meeting.
