I. CALL TO ORDER – Chair Braz called the meeting to order at 7:00 P.M.9

II. APPROVAL OF MINUTES19

MOTION: Vice Chair Leary made a motion, seconded by Commissioner26
Griswold, to approve the Minutes as amended for the February 18, 2026,27
Regular Meeting. The motion carried unanimously (7-0-0).28

Preliminary Development Plan Review32

ZC 26-04, An Application of Farmington Valley Property Group LLC.,34
Owner, LADA PC, Applicant, for a Master Development Plan and Zone35
Change at Powder Forest Development, 1-3 Mill Pond Lane (Assessor Map,36

Block, Lot, F11 103 005-23). The Application seeks to rezone approximately37
3.4 acres from existing I-2 to the Planned Area Development Zone (PAD) in38
order to provide a uniform, flexible zone for existing development and add39
14 multifamily townhouse units. As part of the PAD process, the review is40
preliminary and non-binding.41

Phil Doyle, Principal at LADA P.C. Land Planners, provided an overview of43
the intended zone change from I-2 to Planned Area Development (PAD)44
which includes a proposal for 14 additional multifamily homes.45

The Commissioners asked questions and had discussions related to the47
residential structure layout, parking and road layout.48

MOTION: Chair Braz made a motion, seconded by Commissioner Beal, to60
enter Executive Session, pursuant to General Statutes Section 1-61
200(6)(B): Discussion of Pending Litigation and/or Claim. The motion62
carried unanimously (7-0-0).63

entered Executive Session at 7:56 P.M.66
