1 POLICE COMMISSION REGULAR MEETING February 9, 2026 1. CALL TO ORDER The meeting of the Police Commission was called to order by Chair Lemke, at 5:02 P.M. in the Board of Education Conference Room of the Simsbury Town Offices. In attendance were Chair Eric Lemke, Commissioner Jenna Caulfield, Commissioner Tenesha Grant, Commissioner James Traficante, Chief Nicholas Boulter, and Deputy Chief Chris Davis. 2. PLEDGE OF ALLEGIANCE 3. CORRESPONDENCE Commissioner Caulfield read the summary of letters received since the last meeting of the commission on January 12, 2026. 4. APPROVAL OF MINUTES a. After a motion was made by Commissioner Trafficante and seconded by Commissioner Caulfield it was unanimous: VOTED: To approve the minutes of the January 12, 2026 Regular Meeting. 5. REPORTS a. Chairperson’s Report i. None b. Chief’s Report i. General Personnel: The Department is currently interviewing applicants to fill police officer vacancies, a dispatcher vacancy and the ACO vacancy. All processes are still open and information and applications are available for each position at PoliceApp.com. Trends and Information: (a) Car entries: During the first week in February there was an uptick in vehicle entries and it was noted that these vehicles were all unlocked. It is also known that attempts were made into locked vehicles, but entrance was not gained. (c) Tax Fraud: It is now tax season and with that comes the potential for tax fraud. There was discussion on what to look for and how to report any tax fraud. Information was posted on the police department Facebook page. Grants: The department applied for a federal grant through the congressionally directed spending program for call handling software in 2024 and was recently awarded the grant. The software is to be used to develop protocols that prompt dispatchers to obtain pertinent information in a uniformed manner, with greater consistency and organization. Since a significant time has passed, the department has received updated quotes that will still fall within our grant. There will be no cost to the department for the first year and an annual service cost of under $10,000 each year thereafter. ii. Consolidated Monthly Report – December 2025 iii. Preliminary Monthly Activity Report – January 2026 2 6. NEW BUSINESS a. Police Commission Vacancy-There has been a nomination for the vacant police commission position by the Democratic Town Committee. This will go before the board of selectmen at their meeting later this evening. b. Snow maintenance- As a reminder, 24 hours after a snow storm, snow cleanup should be completed. If it’s not taken care of there could be a violation of town ordinance fine, but the goal is ultimately to have the sidewalks and fire hydrants cleared for safety concerns. In order to facilitate snowplow operations and allow the town and state snowplows to safely and efficiently remove snow from our roadways, there is a reminder not to park vehicles on the street during snow storms and clean up periods. 7. COMMUNICATION a. Joint meeting with Police Commission and Board of Selectmen is rescheduled to Monday, February 9, 2026 at 5:30 PM in the Town Hall Main Meeting Room. 8. ADJOURNMENT Commissioner Caulfield made a motion to adjourn at 5:20 P.M., seconded by Commissioner Grant. All were in favor and the motion passed.
