CALL TO ORDER – Vice Chairman Levy called the meeting to order at 7:02 P.M.14 15 Present: Vice Chair, Jason Levy; Commission Members: Jason Berman, Donald16 Eaton, Charles Haldeman, Michael Luzietti, Alternate Commission Member, Sue17 Brittell; Planning Director, George McGregor; and Assistant Town Planner, Brittany18 MacGilpin.19 20 Absent: Chair, Margery Winters; Secretary, Joseph Campolieta; and Alternate21 Commission Member, Alison Wilcox.22 23 Seating of Alternate: Commissioner Brittell was seated for Application CC #25-25.24 25 II. APPROVAL OF MINUTES26 27 December 16, 202528 29 MOTION: Commissioner Berman made a motion, seconded by Commissioner30 Haldeman, to approve the minutes of the December 16, 2025 meeting as written. The31 motion carried unanimously. (6-0-0)32 33 III. PUBLIC HEARING AND/OR ACTION ON IWWA APPLICATIONS34 35 Application CC #25-25 of McLean Affiliates, Inc., applicant and owner, for a wetland36 permit to construct 40 new residential units at the existing McLean Retirement37 Community with associated improvements that includes a wetland crossing and38 Conservation Commission / Inland Wetlands and Watercourses Agency Regular Meeting Minutes January 20, 2026 Page 2 of 3 disturbance in the upland review area at 75 Great Pond Road (Assessor’s Map E08,39 Block 147, Lot 001) Simsbury, CT 06070, Zone R-40.40 41 Attorney Joe Williams, Esq. of Shipman & Goodwin LLP provided an overview of the42 plan revisions made on request by the Third-Party Peer Reviewer, Barton & Loguidice.43 44 Dennis Quinn, Herpetologist at Connecticut Herpetology; Tom Daly, engineer with45 SLR Consulting; and Matt Sanford Professional Wetland Scientist and Registered Soil46 Scientist with SLR Consulting presented their areas of expertise for the project.47 48 The Commissioners had follow-up questions for the presenters.49 50 Third-Party Peer Review51 52 Johanna Duffy, Senior Managing Scientist at Barton and Loguidice, provided an53 overview of their review of the application.54 55 Intervenors56 57 The following Intervenors spoke regarding the application:58 59 Kevin Grigg, 9 Hop Hollow, Simsbury60 Jessica Franks, 4 Country Club Drive, Simsbury61 Andrew Grossman, 17 Hop Hollow, Simsbury62 John Bunn, 15 Hop Hollow, Simsbury63 64 The Commissioners had follow-up questions for the Intervenors.65 66 Public Comment67 68 The following individuals provided comment during the public comment portion of the69 meeting:70 71 Beverley Earle, 100 Sarah Lane, Simsbury, spoke in support.72 Larry Schmitt, 100 Sarah Lane, Simsbury, spoke in support.73 Anthony Fastaia, 50 Sarah Lane, Simsbury, spoke in support.74 Lynn Wadhams, 50 Sarah Lane, Simsbury, spoke in support.75 Ruth Kahn, 50 Sarah Lane, Simsbury, spoke in support.76 Connor Hogan, 89 Seminary Road, Simsbury, spoke in support.77 Jean Miles, 34 Red Stone Drive, Weatogue, spoke in support.78 Dave Nagy, 36 Brook Drive, Simsbury, spoke in support.79 Linda Schofield, 3 Ryan Circle, Simsbury, spoke in support.80 Robert Miles, 34 Redstone Drive, Weatogue, spoke in support.81 Conservation Commission / Inland Wetlands and Watercourses Agency Regular Meeting Minutes January 20, 2026 Page 3 of 3 Sharon Anne Byron, 17 Crestview Road, Simsbury, spoke in opposition.82 Matt Sturdevant, 14 Shady Lane, Simsbury, spoke in opposition.83 Susan Masino, 41 Madison Lane, Simsbury, spoke in neutrality.84 85 MOTION: Commissioner Haldeman made a motion, seconded by Commissioner86 Berman, for the Inland Wetlands and Watercourses Agency to take a five-minute87 recess. The motion carried unanimously. (6-0-0)88 89 Vice Chairman Levy called the meeting to recess at 9:54 P.M.90 91 Vice Chairman Levy called the meeting back to order at 9:59 P.M.92 93 The Commissioners had additional follow-up questions for the presenters.94 95 MOTION: Commissioner Luzietti made a motion, seconded by Commissioner96 Brittell, for the Inland Wetlands and Watercourses Agency to close the public hearing97 for Application CC #25-25 of McLean Affiliates, Inc., at 75 Great Pond Road for98 deliberation on February 3, 2026, at the Simsbury Public Library at 7:00 P.M. The99 motion carried unanimously. (5-0-1) (Commissioner Haldeman recused)100 101 The Inland Wetlands and Watercourses Agency reserved discussion on the application102 for the next meeting.103 104 IV. ADJOURNMENT105 106 MOTION: Commissioner Berman made a motion, seconded by Commissioner107 Haldeman, to adjourn the meeting. The motion carried unanimously.
