I. CALL TO ORDER –Chair Leavitt-Smith called the meeting to order at 7:01 P.M.9

Present: Chair, Erin Leavitt-Smith; Secretary, William Rice; Commission Members: Nicholas11
Criscitelli, and Marcus Furze; Alternate Commission Member, Paul Sullivan; and Planning12

Seating of Alternate: Commissioner Sullivan was appointed as a regular member for tonight’s17
meeting.18

MOTION: Secretary Rice made a motion, seconded by Chair Leavitt-Smith, to amend the20
Agenda to include discussion to identify an alternate representative for CRCOG. The motion21
carried unanimously (5-0-0).22

II. APPROVAL OF MINUTES24

MOTION: Secretary Rice made a motion, seconded by Commissioner Criscitelli, to approve28
the Minutes of the December 9, 2025, Regular Meeting as written. The motion carried29
unanimously (5-0-0).30

MOTION: Secretary Rice made a motion, seconded by Chair Leavitt-Smith, to nominate36
Commissioner Criscitelli as the alternate representative. The motion carried unanimously (5-37

Hopmeadow St (Assessor Map G-12, Block 132, Lots 023A, 023B, 024, 026, 027, 028, 029,43
029A, 030, 031). The Application seeks to rezone approximately 11.7 acres from existing B-144
& B-2 to the Planned Area Development Zone (PAD) in order to provide a uniform, flexible45
zone for existing development and add an additional 35-unit multi-family residential building.46

As part of the PAD process, this initial review is preliminary and non-binding.48

Terri Hahn, Principal at LADA P.C. Land Planners, provided an overview of the intended zone50
change from B-1 and B-2 to Planned Area Development (PAD) which includes a proposal for51
35 additional multifamily homes.52
