SAFETY BRIEF Chairman Gilmore reminded the committee of winter safety on the roads. 2. FISCAL YEAR 2027 BUDGET: DISCUSSION / POSSIBLE ACTION Mr. Piazza shared that most budget increases are in fixed or uncontrollable areas, including salaries, insurance, utilities, software, chemicals, and laboratory supplies. The projected overall budget increase is 1.27%, indicating a largely flat budget year over year. He also reported significant cost savings were achieved through a reduction in capital non-recurring expenses, primarily due to equipment that did not require replacement. Additional reduction in refuse disposal costs resulted from the installation of a new grit washing machine, eliminating the need for off-site disposal. Unemployment costs were also lower due to no staff layoffs during the year. The largest cost increases occurred in salaries and overtime. There was also a notable percentage increase in safety supplies and uniforms, although the total dollar impact was relatively small. The operating budget discussion was concluded, followed by a review of the capital improvement plan. A six-year capital outlook was presented, noting that not all projects occur in the current fiscal year. Dr. Park made motion to approve the 2027 fiscal year budget. Mr. Dragulski seconded the motion, which carried unanimously. 3. STATUS REPORT ON SEWER EXTENSION PROJECTS, ETC. Mr. Piazza provided an update on public and private development projects. Regarding the South Campus of The Hartford site at 200 Hopmeadow Street, an upcoming meeting is scheduled. The applicant is expected to reapply for the proposed development at that time. The prospective purchaser for the Hoskins Road project contacted the organization several weeks ago and is working toward completing the necessary steps to allow the sewer infrastructure to be finalized and accepted. The McLean project remains at a standstill with no current activity. Water Pollution Control Authority Page 2 of 2 At this time, Michael Road is the only active open matter. Requests for information were issued, and approximately one-third of the responses have been received. Once additional responses are returned, an informal meeting will be scheduled to review the information and assess the status of the project. If that discussion is favorable, the matter will be brought back to the board for consideration of scheduling a public hearing. 4. TREATMENT FACILITY REPORT With improved weather conditions, staff have resumed sewer system cleaning activities in preparation for completing a comprehensive video inspection of the entire system. Sump pump inspections are also continuing in the Tariffville area. It was noted that if State pricing for nitrogen removal remains unchanged, the organization expects to receive a reimbursement of approximately $12,000.00 from the State for nitrogen removal costs from the prior year. 5. CORRESPONDENCE: NONE 6. DECEMBER 11th 2025 MEETING MINUTES: POSSIBLE APPROVAL Mr. Hickey made a motion to approve the December meeting minutes. Mr. Brignac seconded the motion, which carried unanimously. 7.
