1 PUBLIC BUILDING COMMITTEE TOWN OF SIMSBURY Minutes of the Regular Meeting January 5, 2026 Subject to Approval There being a quorum present, Chair Derr called the Regular Meeting of the Public Building Committee to order at 7:02 p.m., which was conducted in person in the Board of Education Conference Room at Simsbury Town Hall and via Zoom. The meeting was not streamed live on Simsbury Community Television; however, a recording of the meeting is available. PUBLIC AUDIENCE There were no public audience members or comments. 2. MINUTES OF THE DECEMBER 1, 2025, REGULAR MEETING Mr. Moore made a motion to approve the December 1, 2025 Meeting Minutes. Mr. Salvatore seconded the motion; however, Mr. Dragulski and Mr. Burns abstained due to their absence. The motion passed. 2 3. LATIMER LANE RENOVATION a. Arcadis Report Mr. Machold reported there was not much to update for the month. He submitted one Arcadis invoice related to audit preparation work. He noted that background work has been ongoing and that Arcadis plans to visit the central office later this month to ensure all files are organized and in order. He added that the on-site work may extend into February and invited any questions from the Committee. Chair Derr inquired about the $2,000.00 invoice and the anticipated remaining time and cost to complete the work. Mr. Machold responded that Arcadis expects one or two additional billings, possibly three, based on current billing patterns. He clarified that there is a remaining contract balance of $5,280.00 allocated for audit preparation and that the work is expected to be completed no later than the end of March. Upon submission and approval of the final invoice, Arcadis will ensure the final reimbursement request is submitted. b. Arcadis Invoice # 36088141 Mr. Moore made a motion to approve the payment of Arcadis Invoice # 36088141, dated 12/02/2025, in the amount of $2,000.00. Mrs. Griswold seconded the motion, which passed unanimously. Mr. Machold left the meeting at 7:06 p.m. 4. TOOTIN' HILLS PARTIAL ROOF REPLACEMENT a. Architect’s Report Chair Derr shared that he and Mr. Salvatore, accompanied by Kyle Loveland, Supervisor of Maintenance, inspected the site. He stated there are concerns regarding two to three areas where leaks have been observed in a newly installed roof. They noted that it is not clear why leaks are occurring on a brand-new roof system. Chair Derr recommended engaging an independent third-party expert to conduct a thorough review of project documentation, field notes, and available photographs to determine the cause of the issues. Chair Derr requested that the Committee consider authorizing the issuance of a Request for Proposals (RFP) to solicit a qualified expert to provide a professional assessment of the situation, including how the issues developed and the current condition of the roof. It was further noted that replacing the Kalwall system at an estimated cost of $250,000 is not believed to be an appropriate solution at this time. Mr. Bruce, President of Imperial Roofing, addressed questions related to estimated costs and the source of reported water leaks. He stated that he could not provide a definitive cost or quantity for the work discussed, noting that Kalwall would need to determine the size and provide an accurate price. Mr. Bruce expressed concern regarding reported leaks, clarifying that the only area of concern is the wall above the roofline. He emphasized that the issue is not related to roof leaks, stating that he has personally inspected the roof on multiple occasions and confirmed that the roof is not leaking. In his opinion, he identified the issue as related to the Kalwall system. 3 Mr. Bruce described the Kalwall construction, explaining that it is installed similarly to a window system, resting on a ledge with copper flashing beneath. He noted that a bottom sealing component, comparable to butyl tape, is part of the system. He stated that the flashing was installed in accordance with the existing system design and turned up approximately one and one-half (1.5) inches. He indicated that the remaining source of water intrusion was likely occurring at the copper seams or overlap joints where cuts exist in the material. Mr. Bruce reported that a light bead of silicone sealant was applied along the copper seams across the affected area. Following this work, water intrusion ceased. He concluded that this repair resolved the leak. He advised that photographs of the condition and repairs are available if requested. Committee members discussed introducing a neutral third party to inspect and provide a report. Mr. Roy stated that, based on the anticipated dollar value of the work, a full Request for Proposals (RFP) process would not be required. It was noted that the projected cost is expected to fall below the applicable procurement threshold. He advised that the work could proceed by selecting a qualified and competent firm, provided the firm’s capability is affirmed. Agreement was expressed that this approach would be acceptable, with the condition that the selected contractor be an independent third-party. The committee acknowledged that the initial phase of work would focus on investigation and analysis, with a formal recommendation for permanent remediation to follow. Mr. Moore made a motion to hire a third-party inspector, not related to the contractor, in order to discover the source of the leak and what to do about the leak not to exceed $10,000.00. Mr. Burns seconded the motion, which passed unanimously. Mr. Sullivan inquired if there is a timeline that can be provided for the inspection. Chair Derr suggested it may possibly take two months to gather information and a repair is likely to happen during the summer of 2026. b. Review Change Orders Mr. Burns made a motion to approve the allowance credit in the amount of $3,144.00 for metal deck and wood blocking allowance credit, which is part of the original contract. Mr. Moore seconded the motion, which passed unanimously. Mr. Humes, Mr. Whitehouse, Mr. Raulukaitis, Mr. Casey, and Mr. Sullivan left the meeting at 7:34 p.m. 5. SIMSBURY MEADOWS PERFORMING ARTS CENTER – BAND SHELL EXPANSION Mr. Kessler shared the project is currently progressing as planned. As of the reporting date, approximately $169,000.00 has been paid toward the project. An additional $11,000.00 is being withheld as retainage. The remaining contingency balance is reported to be approximately $83,000.00. The construction budget is presently tracking at approximately $31,000.00 over budget. Current change orders result in a total contract value of approximately $2.4 million. Mr. Kessler stated all footings have been completed. The final foundation pour is scheduled for the following day, which will complete the exterior foundation walls and the required interior piers. 4 One remaining foundation-related item was noted: an exterior wall adjacent to the loading dock that will form an additional side loading dock. This portion of the work is planned to be poured at a later date. Weather conditions are not anticipated to prevent completion of this work when scheduled. Mr. Moore made a motion to table PCO06 in the amount of $12,311.00 until February’s meeting. Mr. Burns seconded the motion, which passed unanimously. Mr. Moore made a motion to approve PCO07 as a credit in the amount of $8,519.09. Mr. Burns seconded the motion, which passed unanimously. Mr. Kessler reported that the existing water service requires replacement to provide a continuous 2-inch line from the meter pit to the building. The current line varies in size and material, transitioning from one-inch to 2-inch plastic and copper along the route. Valves within the meter pit will also be replaced as several are faulty. After reviewing material options, including copper and high-grade plastic (PEX/ADS). The installation is expected to proceed without impacting the overall construction schedule, with final material selection to be determined by the Town’s engineering staff. Mr. Moore made a motion to approve PCO08, dated 01/05/2026, at a cost not to exceed $30,755.00, with the selection of materials (copper or PEX) to be determined by the Simsbury Engineering Department. The motion was seconded by Mr. Salvatore and passed unanimously. Mr. Kessler shared the project contingency and funding status. The upcoming referendum on 01/24/2026 is expected to provide an additional $388,000.00 to the project budget. Based on current assumptions, including the installation of a new 8-inch water main, hydrant, and fire service, it is anticipated that the project can be completed within budget, including contingency funds. He also stated that the project schedule is expected to extend up to the end of June. As a positive update, all structural steel required for the project has been ordered, supporting progress toward timely completion. a. Application Payment #2 Mr. Moore made a motion to approve payment of Application Payment #2 in the amount of $220,782.00. Mr. Burns seconded the motion, which passed unanimously. b. Colliers Invoice # 7444 Mr. Moore made a motion to approve payment of Colliers invoices 7444 (dated 09/30/2025, in the amount of $11,200.00), 7621 (dated 09/30/2025, in the amount of $3,500.00), 7861 (dated 11/30/2025, in the amount of $4,000.00), and 7950 (dated 12/31/2025, in the amount of $5,900.00), for a total amount of $24,600.00. The motion was seconded by Mr. Salvatore and passed unanimously. c. Tri-State Materials Testing Lab Invoices # TSMT16916, # TSMT16917, # TSMT16977 Mr. Moore made a motion to approve payment of Tri-State Materials Testing Lab invoices TSMT16916 (dated 12/07/2025, in the amount of $1,227.72), TSMT16917 (dated 12/07/2025, in the 5 amount of $1,481.59), and TSMT16977 (dated 12/17/2025, in the amount of $1,272.63), for a total amount of $3,981.94. The motion was seconded by Mr. Burns and passed unanimously. 6. ADJOURNMENT Mr. Moore made a motion to adjourn the meeting at 8:06 p.m.; Mr. Salvatore seconded the motion, which passed unanimously.
